  • Project Meeting and Dedicated Examiner for Multiphase Project

    Please review content below for requirements and process for a project scoping meeting.
  • Do you have a complex, multi-phase construction project coming up?  You may be able to have one designated plans examiner assigned to your project to conduct all necessary plan reviews. The project must:

    • Involve multiple permit applications of the same eligible type
    • Encompass at least 5,000 sq. ft. of floor area

    Projects that may be eligible include residential developments and large commercial buildings that will be fit out for tenants over time.

    Request and attend a project scoping meeting  to find out whether you can get a designated plans examiner and work through potential design issues before you submit your permit applications.

  • Structural Maintenance & Fire Protection Certifications

    Use this form to receive support with submitting a structural maintenance or fire protection certification. Please review the information on phila.gov/li prior to submitting an issue.
  • Please Note: This process is for submitting required Annual Building Certifications ONLY. Certifications required to complete permit activities will not be validated by using this portal. Certifications for Building/Fire Safety systems for construction project permits shall be submitted through the permit portal.


  • Starting in April 2023, all certifications are required to be submitted by the licensed inspector through the online eCLIPSE portal.

  • Properties that use fire suppression systems are subject to testing and inspection requirements outlined on the website. 

    These inspections must be madae by a qualified individual licensed by the City and must be submitted by the licensed inspector through the online eCLIPSE portal.

  • If you have questions about a request for additional information on a submitted permit application, please contact the examiner listed in the markup comments by email or phone.     Note: You must be the permit applicant or co-applicant, property owner or licensed contractor named on the permit to schedule an appointment. The applicant or co-applicant must attend the virtual meeting.

  • New Deed for Lot Adjustment

    Please use this form to submit new deeds associated with a lot adjustment or subdivision and release the Hold Permit Completion on associated building permits. Please allow two weeks for processing and removal of the hold.

  • Electrical Permit Extension

    Please use this form to submit an electrical permit extension request when work has not started or will be stalled for more than 180 days.

  • The building permit establishes the expiration date for all related trade permits. This is the expiration date reflected on the trade permit job on the online portal.

    • No trade permit shall expire if the related building permit remains active.
    • If a building permit expired, all associated trade permits shall also be deemed expired.

    If there are any questions or concerns with the status of the project, subcontractors are encouraged to review with the general contractor or project manager.

  • If work is on-going, the third party agency must notify the Department directly through their online account and may do so fifteen (15) days in advance of the expiration date.

    There is no need to apply for a permit extension.
